Earlier body stamp retained for provenance: Updated: 2026-09-15 · R3. R3 applies the accuracy-review merge: instant/global availability is a target subject to local delivery and approvals; shared software does not confer public-safety or military qualification; FRAME Max prices are order-size unit prices; Bulgarian census denominators stay distinct. Original analysis is retained and qualified.
The operating system for aerial field work.
CONFIDENTIAL — Velocity EU — 16 August 2026
How that OS could grow. Phased geography. Same Job OS. No hardware buy. Civil and emergency only. Request/accept may use a familiar ride-hailing UX metaphor; that is secondary to the product definition.
This note is the long form of paper §11. Facts are sourced. Unsourced items are hypothesis or to be measured. No extra market-dollar figures.
Mandate. The operating system for aerial field work — a platform any size landowner and any size air company can use. Instant, nationwide availability is a target, not a present capability. No platform hectare minimum. Small jobs batched. Live track. Receipt. Satellite support maps. “First” is not a supported market claim.
1. Thesis
Scale is density of jobs and operators, not ownership of airframes or buses. Bulgaria is the first proof geography. Balkans copy the OS with local partners. Wider EU is an EASA + derogation problem, not a rewrite. UK is adjacency. US is a later wedge against named acre-minimum incumbents — not year one. Instant/global availability remains a target until local delivery, permissions and operator supply exist.
Civil protection is a second requester type on the same stack. Shared software architecture does not confer public-safety or military qualification. It is not a defense prime, not a weapons programme, and not a separate military product.
2. Geographic path
Not everywhere at once.
Exhibit A — Phases
| Phase | Geography | Why this order | What must be true | What we will not do |
|---|---|---|---|---|
| 0 / now | Bulgaria | Census 2020 (No406, Oct 2022, hosted 2023): 132,742 holdings including 5,464 without UAA; 37,452 in the >0 and <1 ha UAA class; 35.9 ha average on 127,278 holdings with UAA [S48]. Plant Protection Act already puts UAS treatment logs on BFSA. EnduroSat is in Sofia. Later land-area series are not spliced here. | Any-size landowner + any-size air company on one OS as a product rule. Survey first; spray only on a written legal path. EnduroSat = data / teleport / 16U, not a sat buy. Instant availability is local and permissioned. | No drone factory. No FRAME Max (published unit prices USD9.5m / 8.1m / 6.7m / 4.2m by order size [S49]). No platform hectare minimum. No weapons demo. |
| 1 | Balkans / SEE — Romania, Greece, Serbia | Regulatory-adjacent. Same crops and summer-fire season. Greece already publishing a 2026 civil-protection drone doctrine (see rapid-deploy note). Watch EU Omnibus (COM(2025) 1021) for drone-spray exemptions — not enacted law. | Same OS. Local operator partners. Local chem partners. Country receipt module. | No “EU launch” brand. No second stack for fire. |
| 2 | Wider EU — Spain, Italy, France, Poland first | Small/medium holdings, vineyard, orchard, and forestry density make instant DaaS valuable. EASA Specific category is common law; aerial spray still sits under Directive 2009/128 + national derogations. | Per-country receipt. PDRA-S01 / SORA path per NAA. Pooling rules unchanged. | No platform hectare minimum “because the West prefers estates.” |
| 3 | UK, then selected non-EU | UK: Spark adjacency; Velocity already there. US later: some named incumbents (AcreConnect / American Autonomy and local DaaS) publish acre minimums — not a universal industry rule. Canopy wedge is any size + live + receipt. | UK first as a regulated English-language copy. US only after EU density exists. | Do not pretend the US is year-1. Do not copy a named acre floor as a platform rule. |
Phase 0 is the 18-month pilot in the paper (§10). Phases 1–3 are sequenced after a go at month 18. Dates for 1–3 are to be set; they are not a 2026 commitment.
3. How the OS scales without buying hardware
Five levers. MECE. None is a factory.
| Lever | What scales | v1 (BG) | Later phases |
|---|---|---|---|
| Marketplace density | Operators of any size + landowners of any size. Small jobs batched so a two-drone crew still clears an economic floor. | 3–5 licensed crews; at least one two-drone crew; pooled <2 ha clusters | Same matching; local density per country. Hypothesis: take-rate 15–25% of GMV — not a board number. |
| Local chem fulfilment | Distributors deliver labelled mix to the pad. Chain of custody into the receipt. | Designed; not required for survey | One partner set per country. Canopy is not the authorisation holder. |
| Regulatory receipt per country | Telemetry writes the statutory log. Bulgaria = BFSA fields. | BFSA / EASA pack | Module per NAA + plant-protection authority. Do not ship a pretty PDF. |
| Satellite as bought data | Identify need, hold for weather, check after flight. | Sentinel-2 + open weather | Commercial Earth observation (EO); EnduroSat tasking / teleport / 16U. Buying an EnduroSat FRAME Max satellite is not part of the Canopy plan for seed. |
| Payments / split payout | Landowner pays; operator and (later) supplier are split. | Stripe already in the Velocity stack | Same rail. Local tax/KYC to be designed per country. |
What does not scale the company: owning Agras clones, owning a constellation, hiring every PIC as staff.
4. National security and civil protection — hard constraints
These do not get walked back in a later phase.
- Defense = civil / emergency only. Wildfire, flood, SAR, comms relay, damage assessment, chemical-spill mapping, forest pest, post-event infrastructure inspection.
- No weapons, munitions, targeting, or offensive ISR. Not in Bulgaria. Not in the EU. Not in a US phase.
- Same Job OS. A duty/emergency requester (civil protection, fire service, interior ministry as a civil buyer) uses Canopy Duty: instant request, live watch, satellite support maps, operator dispatch. Not a separate military stack.
- Narrative. Complementary to civil protection and critical-infrastructure resilience. Not a defense prime.
- EnduroSat / Earth observation (EO). Public and partner satellite imagery are support layers to identify where work may be needed and to check results after a flight. Not a weapons sensor.
Civil-protection lane (why instant matters)
The product for fire and forest is the same product as agri: instant request + live watch + satellite support maps, not owned airframes. Bulgaria and the Balkans have forest + agri + summer fire in one season. That is one network, two requester types.
Sourced reasons to be quick — full note in Canopy_Rapid_Deploy_Benefits.md:
| Lane | Sourced point | Implication for scale |
|---|---|---|
| Forest / crop | Timeliness is the economic benefit: hit the window after rain, at night/early morning, when ground rigs cannot roll (DTN Progressive Farmer, 5 Aug 2026). Small, irregular, sloped, wet, remote parcels (AgriNews 13 Aug 2026; Queensland DPI). Spot treatment can cut volume; ICAERUS LCA: drone approaches can cut CO2 and agrochemical use vs conventional in relevant cases. FAO FRA/SOFO 2024: drones + AI/lidar/optical as a forest-management innovation. | Phase 0–1 should book forest health and small/sloped agri on the same queue as flat arable. |
| Fire | Speed-to-first-look: minutes, not hours. Greece 2026 plan: 100+ drone surveillance bases, 3 mobile thermal command centres, 100+ thermal drones, live video to commanders; doctrine is contain in the first critical minutes (DroneXL 26 Jun 2026; GreekReporter 23 May 2026; eKathimerini). Dryad Silvaguard (Eberswalde): IoT detect → drone pinpoint; ERDF co-fund €3.8M. Dryad claim (theirs, not FAO): unwanted wildfires up to 20% of global CO2. | Phase 1 Greece is a civil-protection copy, not a munitions copy. Sensor-to-drone support mapping is a Duty + support-maps feature. Suppression R&D (acoustic etc.) is Dryad’s roadmap, not Canopy v1. |
| Other environment | Flood / storm damage; illegal logging and waste (ICAERUS open-call trials); chemical-spill / canopy stress; biodiversity / post-fire regeneration. Horizon ICAERUS (101060643) and SPADE (101060778) treat agri + forestry + rural observation as one multi-purpose services market. Lower drift/volume vs manned aerial on small plots; no aviation-fuel tanker on the pad. | One multi-purpose OS is the EU-research shape, not a Canopy invention. |
5. What not to do in v1
- No drone factory.
- No FRAME Max purchase (published unit prices USD9.5m one / USD8.1m ten / USD6.7m 100 / USD4.2m 1,000+; 0.5–3 t payload; 4 Gbps). The USD4.2m figure is a bulk-order unit price, not a single-satellite or full-mission cost [S49].
- No weapons programmes.
- No US year-1 plan.
- No platform hectare minimum, including “operator preference” back doors.
- No second stack for ministries.
6. Risks to scale
| # | Risk | Why it matters | Mitigation |
|---|---|---|---|
| 1 | Phase 0 only ever flies ≥10 ha estates | Mandate fails; later phases copy the wrong product | Non-zero <2 ha pooled share is a go/no-go input |
| 2 | Phase 1 treated as a re-write | Three countries, three products | Frozen OS; country receipt + partners only |
| 3 | Omnibus read as enacted spray permission | Legal miss | Watch COM(2025) 1021; do not sell spray ahead of law |
| 4 | Duty lane becomes a defense-prime story | Hard constraint broken | Duty page is the spec; no targeting, no munitions |
| 5 | EnduroSat conversation becomes a bus buy | Seed buys a USD9.5m–4.2m (order-size) asset | Written scope: data, teleport, 16U |
| 6 | US pulled forward to impress a raise | Acre-minimum incumbents + different chem/FAA stack | Phase 3 only; wedge is any-size, not “we are Rantizo-EU” |
7. Recommendations
- Freeze the OS before leaving Bulgaria. Request, batch, live, receipt, cue. Country packs are modules.
- Sequence geography as in Exhibit A. Do not skip to US or “global DaaS.”
- Put civil protection on the same roadmap, not a parallel one. Greece in Phase 1 is a Duty conversation. Payloads stay civil. Shared architecture is not a public-safety or military qualification.
- Scale by partners: operators, chem, EO data, Stripe. Not by capex on air or space hardware.
- Keep the any-size rule in every phase. If a country pack introduces a platform hectare floor, that pack has failed. Instant/global copy is still subject to local delivery and approvals.
